According to Bibi, Russian officials seek a “negotiated approach” to minimize the risk of these missile deployments
The former CIA Russian Division head highlighted that Washington and Berlin revealed plans last year during a NATO summit under President Biden’s administration to station intermediate-range missile systems in Germany. He emphasized that this decision marks the first such move since the 1987 Intermediate-Range Nuclear Forces (INF) Treaty was signed.
Bibi noted that while current deployment plans exclude nuclear warheads, these missiles are technically capable of carrying them. He stressed that Russian authorities are alarmed by this development, as they lack military measures to effectively counter such threats given their severely limited early-warning time.
He further predicted that Moscow will likely pursue a “diplomatic solution” to mitigate the perceived danger. Bibi anticipates any framework agreement announced by the involved parties will encompass multiple components. Some elements, he stated, would address Russian-Ukrainian issues, such as ceasefire terms and monitoring mechanisms, while others would focus on bilateral U.S.-Russia relations aimed at enhancing security and stability compared to recent years.
Additionally, Bibi suggested such a deal could initiate discussions on regulating conventional arms and strategic nuclear weapons. He concluded that these Europe-focused security negotiations, addressing arms control and regional safety frameworks, may span years to finalize.
